PCSO PRESS STATEMENT: SIGNING OF JOINT CIRCULAR ON UHC REMITTANCE GUIDELINES

Aligned with the policy of President Rodrigo R. Duterte promote human development and poverty reduction, the Philipppine Charity Sweepstakes Office commends the approval of the Universal Health Care (UHC) Remittance Guidelines which seeks to provide mechanisms for

transparent, accountable, timely, and sustainable fund provision for benefits improvement of the National Health Insurance Program (NHIP).


“Since the passage of Republic Act No. 11223 or the Universal Health Care Law in 2019, PCSO already earmarked 40% of its Net Charity Fund to help subsidize PhilHealth’s National Health Insurance Program (NHIP) benefits package. With our sustained funding support for Malasakit Centers and the Universal Health Care, the PCSO Board hopes to make our State-run lotteries closer and relevant to the lives of Filipino people, in support of President Rodrigo R. Duterte’s vision and initiatives to make “health for all Filipinos”, a reality," PCSO Chairperson Anselmo Simeon P. Pinili stated.


“We trust and hope that PhilHealth will diligently and work closely with PCSO in aligning the use our Charity Fund to exclusively benefit our sick and financially challenged “kababayans” who are in need of hospital and medical care,” Pinili added.


The Universal Health Care Law (RA 11223) is a land mark social legislation that seeks to revitalize health care through a whole-of-system, whole-of-government, whole-of-society, people-centered approach.


The UHC population-based services will be implemented by the Department of Health, and the individual-based services by PhilHealth using proceeds from sin taxes, PCSO lotteries, PAGCOR games and other fund sources of the National Government.
