August 31, 2020
President Rodrigo Roa Duterte on Monday, August 31, placed Iligan City under Modified Enhanced Community Quarantine (MECQ) starting September 1 until September 30, 2020.
The President likewise maintained the General Community Quarantine (GCQ) classification for Metro Manila.
Other areas under GCQ are Bulacan and Batangas for Luzon; and Bacolod City and Tacloban City for the Visayas.
The rest of the Philippines are placed under Modified General Community Quarantine (MGCQ).
Sec. Harry Roque - Presidential Spokesperson:
Reviewed the definition of community quarantines and the businesses that are allowed to operate and restrictions under each community quarantines.
Sec. Francisco Duque III - DOH:
21,934 health personnel were deployed for COVID-19 response as of August 30.
Kaya naman po, we have managed to keep our death rates at a relatively low level.
The country's daily COVID-19 cases are still reaching high numbers, but that there has also been a downward trend in infections recorded since Metro Manila and other provinces reverted to a modified enhanced community quarantine.
The allowance, health life insurance, accommodation and transportation of health workers have been included in Bayanihan 2.
Sec. Carlito Galvez, Jr - Chief Implementer, COVID-19 NTF:
More or less 1,000 additional beds will be distributed in some public hospitals.
Pres. Rodrigo Duterte:
Dahil nga nasa frontliner ka sa COVID, pinapaalis kayo...If this happens, you can call directly the office of Secretary Galvez and we will provide you the necessary billeting pati pagkain na. We will choose a place nearest to where you are working.
Yung mga taong ayaw tanggalin, bigay mo yung pangalan nila. I will send them a memorandum. I will ask them to report to me dito sa Malacañan.
I will ask them to do a research on how not to serve a government properly. You study on that. Lahat ng mga regional vice president, tanggalin ninyo, whether performing, at par, or in parity with other good ones. If they were there for a long time, the element of familiarity enters the picture.
The Secretary of Justice is winding up his investigation. I think he has seen proof enough to come up with an indictment.
I hope that this sad episode in our national life and our journey towards nation building will be somehow corrected.
It behooves the government to do something for healthcare workers who have been turned away from their places of lodging because of fears over COVID-19.
Sec. Delfin Lorenzana - DND:
Updates on overseas Filipino workers' repatriation: Ang total na dumating since April is 174,000 na.
Sec. Leonor Briones - DepEd:
There are 23.9 million learners who are enrolled in the academic year 2020-21 despite the COVID-19 pandemic.
Ang public school natin, 97 percent enrollment na from last year.
43% of learners from private sector ang nakabalik. Ito ay unti-unti nang dumadami.
One student died by suicide in relation to the ongoing COVID-19 pandemic.
DepEd initiated a psycho-social support program.
Even before the COVID-19 pandemic hit the country, DepEd has already been carrying out mental health and psychosocial interventions.
They partnered with Psychological Association of the Philippines for their mental health services programs.
Pres. Rodrigo Duterte:
My nanay is one social thinker at her time. Ako ang nabaliktad, naging social problem.
Mental health is very close to my heart, because my mother spent her lifetime unto it.
This is not an indictment of male species. Pero itong mga p***** i**** Pilipino na ito, they just live together with the benefit of a marriage and creating a family.
Because they are not beholden kasi wala namang kasal, iniiwanan ang pamilya. Yan ang gusto kong patayin.
I want to bring the DDS here pero mahalata eh.
Basta droga, barilin. Patayin mo. Yan ang usapan.
Atty. Dante Gierran - President, PhilHealth:
I've been listening to the hearings conducted by the two chambers...I was aghast to the sorry state of PhilHealth. Corruption, here and there.
I did not apply for the position because I know it's a very tough job.
All I have to do is to restore the trust and the confidence of the people to PhilHealth, equivalent to restore the trust and confidence of the people to the government.
I'm one who will not back out from a mission. I know it's a huge mission.
There have been supports coming in...There's Senator Bong Go who will support me.
Thank you very much for giving me the privilege to serve our people. This is an honor to me.
I have to strike a balance, between improving the service of PhilHealth to the people and addressing the perennial issues of deeply rooted corruption in PhilHealth.
Pres. Rodrigo Duterte:
To new PhilHealth chief Gierran: Go after the corruption, not you being the corrupt culprit. I have to restore the trust and confidence of people in PhilHealth.
Duterte on corruption within the government: Naaawa talaga ako sa bayan. Believe me, my heart bleeds for my country.
