MALACAÑAN PUBLIC BRIEFING HIGHLIGHTS

Moderated by Sec. Harry Roque:

  • Muling humarap po ang ating Pangulong Rodrigo Duterte sa taumbayan kagabi para sa kanyang regular Talk to the People Address.

  • Do'n po sa pagpupulong na 'yon, iniuulat po ng ating vaccine czar Carlito Galvez na pumirma po ng term sheets ang Pilipinas sa 5 vaccine manufacturers. Ito ay para ma-secure ang higit 106 million doses na COVID-19 vaccine.

  • Sabi ng ating vaccine czar na mangyayari ang rollout sa third at fourth quarter ng taong 2021 bagama't inaasahan natin na ang unang delivery ng mga bakuna ay ngayong buwan ng Pebrero.

  • Sa panig naman po ni Finance Sec. Carlos Dominguez III, kanyang inisa-isa ang tatlong approaches sa vaccine procurement ito ay multilateral approach, partnership with the private sector at partnership with the local governments.

  • Sinabi rin ng ating Finance Sec., target ng ating pamahalaan na mabakunahan ang 100% ng adult population ng bansa na around 70 million ang eligible population kasali dito ang nasa edad 1 hanggang 18.

  • Dagdag pa niya, mayroong US$1.38 billion ang bansa mula sa World Bank, Asian Development Bank at Asian Infrastructure Investment Bank na gagamitin sa pagbili ng bakuna.

  • Mayroon din po tayong 40 million doses of vaccine under the COVAX facility which is worth US$84 million.

  • Samantala, pinuri po ng WHO ang ating vaccine plan. Sabi ni WHO Country Representative Rabindra Abeyasinghe "I believe they have a very good comprehensive plan. What we are concerned about is oftentimes the actial rollout faces challenges although you plan very well."

  • Pinuri ng WHO ang ating mababang fatality rate bilang indikasyon ng ating COVID-19 response. Sabi pa nila "All these showed you have prepared and used the lockdown wisely to deal with the pandemic and the reflection is that you have managed to prevent a large number of deaths like we have seen in several other countries." WHO po 'yan at hindi propaganda.

  • Global COVID-19 update: 103,369,524 global cases at 2,236,351 global deaths.

  • Mayroon din po tayong nakitang bagong datos mula sa Taguig City presentation. Makikita po natin na ikinumpara ang active cases per 100,000 population. Sa NCR, makikitap o natin na ang active cases pero 100,000 popoulation ay 23 lamang kung ikukumpara ito sa active cases pero 100,000 ng Seoul, South Korea na nasa 45 at sa Tokyo na may 53.

  • Lahat po ito ay nagpapakita... we may been not perfect but we managed COVID-19 well. Hindi po 'yan propaganda.



Sec. Carlito Galvez, Jr. - Vaccine Czar / NTF Against COVID-19, Chief Implementer:

  • Nais ko ipamahagi sa inyo ang magandang balita sa ating vaccination program partikular na po ang rollout ng bakuna sa ilalim ng COVAX facility ngayong Pebrero.

  • For the global update, we have a total of 90 million plus shots given which are barely 0.5% of the 7.8 billion of population in the world.

  • Apat na bansa lamang po ang nakaabot ng 70% of shots.

  • May positibo pong resulta ang clinical trial ng Novovax at J&J na alam natin na ang dalawang ito sa mga nakakuha po tayo ng mga... which can increase the global capacity up to 3 billion.

  • We have a total of 40 million orders with Novovax and also with Johnson&Johnson.

  • We are also happy to report na excited na po ang ating mga LGU sa NCR na matanggap ang mga bakuna.

  • They already conducted simulation-rehearsals for several times (Manila, Quezon City, Taguig at Pasig)

  • We already have corrected some of the gaps.

  • Town cities are already considering to inoculate the economic frontliners like in Makati, Taguig, Manila and Quezon City.

  • Nasabi na rin po namin kay Pangulo na importanteng mabakunahan ang mga economic frontliners para magkaroon po tayo ng confidence sa ating mga consumers.

  • Town cities also have a goals of achieving to vaccinate 18,000-24,000 per day.

  • Some LGUs said religious sector is also volunteering and offering the use of Churches as vaccination sites.

  • We will continue our visits in different NCR cities and then by regions.

  • Next visits: Davao City -Feb 16, 2021; Cebu City February 18, 2021; Region III February 24, 2021; Region IV February 23, 2021; Baguio City February 26, 2021.

  • Mayroon po tayong available na vaccine on the first quarter through COVAX. We are ready.

  • Because of that, naging positive ang response ng WHO.

  • Nag-allocate po ng 5,500,800-9,290,400 vaccines na we will deliver as early as February.

  • COVAX allocated 117,000 doses of Pfizer vaccines that will deliver this February 2021. DOH is now preparing for the allocation.

  • On updates on the procurement of the vaccines, we're already signed the term sheets of the 5 vaccine companies and secured 108 million doses.

  • We are now preparing for the supply agreement to be signed before the end of February.

  • Finalization of all contracts for 148 million doses by mid-February 2021.

  • Based on 2021 vaccine rollout plan: Quarter 1 pertains to mini rollout, protection and preservation of the health care system (3-5 million pax)

  • Quarter 2: protection of the priority sectors and institutions, poor communities including economic frontliners; COVAX Allocation (9.2 million doses completed)

  • Quarter 3: Full rollout, inoculation of the general public (poor communities and the indigents), priority essential workers and geographic prioritization (health and economic considerations)

  • Quarter 4: Full rollout, inoculation of the remaining population of the 70% of the population, complete the vaccination of 50-70 million Filipinos.



Sec. Vince Dizon - Tesing Czar/NTF Against COVID-19, Deputy Chief Implementer:

  • Unang-una po ay gusto lang po namin i-update ang ating mga bagong testing protocols para malaman po ng ating mga kababayan lalo na mga may kamag-anak na uuwi.

  • Ngayon po ay hindi na po tayo magsasagawa ng swab sa mga dumating sa bansa pagkalapag sa airport dahil ang mangyayari po ay diretso po sila sa quarantine facility. Requirement po na magkaroon ng booking sa isang quarantine facility o hotel for 7 days bago po sila dumating ng Pilipinas.

  • Ang testing ay mangyayari sa ikalimang araw.

  • After po non, kung ang pasyente ay negatibo, makakalabas na po siya at ieendorse sa LGU at imomonitor at maghohome quarantine for the remainder of the 14 days,

  • Sa mga magpopostibo po, kinakailangan i-genome sequence ang kanilang samples para sa monitoring ng bagong variant ng COVID-19.

  • Ang update rin po ay nagkaroon ng agressive community testing sa iba't ibang lugar sa Pilipinas particular sa Bontoc kung saan nagkaroon ng kaso ng bagong variant. Nakapag-swab po tayo ng 1,709 na kababayan kung saan 34 out of 1,677 na indibidwal with a positivity rate of 1.87%.

  • Sa Isabela, may tinest po tayo na 7,643 kung saan 53 out of 7,590 ang nagpositibo with 0.69% positivity rate.

  • Finally, sa Sagada po ay nagtest rin tayo. 418 po ang na-swab kung saan 2 sa 416 ang nagpositibo at may positivity rate lamang na 0.48%.

  • Ngayon ay nasa halos 8 million tests na tayo simula noong nag-ramp up ng testing. Hindi po tayo huminto. Nag-a-average tayo ng about 35,000 to 40,000 tests per day.
