* Naaprubahan din ang sub-TWG para sa vaccine development, una lahat ng aplikasyon kailangan isumite sa vaccine expert panel na nirereview ng ethics board at ipinasa sa FDA, kailangan maglabas ang sub-TWG ng zoning guidelines trials, para maiwasan ang kompetisyon, pangatlo kailangan mabigyan ng local government units ang World Health Organization ng solidaty trial bago ang independent trials. Pangapat kailangan ireview ng Philippine Health Research Ethics Board o PHREB ang ethical guidelines ng COVID-19 trials, at standardize ang kompensasyon sa particpants ng WHO solidarity trials at independent clinical trials
