MALACAÑAN PUBLIC BRIEFING HIGHLIGHTS

April 20, 2021




Moderated by Sec. Harry Roque:

  • Piniramahan po ni Pangulong Rodrigo Duterte kahapon ang Administrative Order No. 39 na nagbibigay ng one-time financial assistance na P20,000 sa mga pensioner ng GSIS at SSS na may permanent, total, partial disability.

  • The ECC is hereby authorized to grant a one-tome financial assistance of P20,000 to EC pensioners for permanent partial disability, permanent total disability and survivorshop in the private and public sectors subject to the availability of funds and pertinent laws, rules and regulations.

  • Hintayin na lang po ang IRR na ilalabas ng ECC.

  • Kakapasok lang po na balita, pumunta po tayo sa usaping financial assistance. Ini-extend po ang deadline ng pamamahagi ng financial assistance hanggang May 15, 2021.

  • Ito ay dahil sa mga sumusunod: Dahil po tayo ay nasa panahon ng COVID-19, bawal po ang mga malakihang pagtitipon, inaayos ang pamamahagi at pinag-aaralan kung ito ay automated o bahay-bahay at may mga apela mula sa mga LGU.

  • Kinausap po ni Pangulong Duterte ang taumbayan para sa kanyang regular talk to the people address.

  • Sinabi po niya na handa siyang bawiin ang pinirmahang EO tungkol sa temporary deduction ng import tariffs sa mga pork products.

  • Kinilala rin ng Pangulo ang kagustuhan na mga mambabatas na protektahan ang local hog raisers ngunit idiniin niya na pabor ang kanyang economic manager sa lower tariffs sa mga baboy para ma-stabilize ang mga presyo.

  • Pinuri ng Pangulo ang vaccine rollout sa bansa. Kaugnay nito, inaasahan makukumpleto natin ang delivery ng 1.5 million ng bakuna ng Sinovac ngayong Abril.

  • Kalahating milyon o 500,000 doses ang inaasahang darating sa Huwebes, April 22 at sa susunod na linggo, April 29 ay 500,000 doses ulit.

  • Samantala, may initial na 20,000 doses ng bakuna ang darating mula sa Russia.

  • Mayroon din pong darating na 480,000 na Sputnik V rin bago matapos ang buwan.

  • Masayang ibinalita rin po kagabi ni DOST Sec. De la Peña na may na-develop na local ventilator ang isang grupo mula sa TIP.

  • Nanatili po number 27 ang Pilipinas sa buong mundo in terms of total cases.

  • In terms of active cases, no. 18 po tayo worldwide.

  • Sa case fatality rate po, tayo po ay nasa no. 90 from 93 pero nanatili po na nasa 1.7% ito.

  • Dito po sa Metro Manila, 84% na po ng mga ICU beds ang utilized pero ang isolation beds ay nasa 63%, ward beds ay nasa 70% at ventilators ay nasa 61%.

  • Sa buong Pilipinas, 66% utilized ang ating ICU beds, 49% utilized ang isolation beds, 56% utilized po ang ward beds at 47% utilized po ang mga ventilators.



Jose Manuel Romualdez, PH Ambassador to the US:

  • 'Yong bakunang inorder -'yong Moderna, ikinonfirm sa akin ng Moderna na they will start delivery starting June 15. That is the target date.

  • And I think they are quite confident to start rolling in the vaccines / our vaccines.

  • It will start increasing in the succeeding months July, August, September, up to the end of the year. They will complete the 20 million before the end of the year.

  • Now, as far as the Pfizer, for instance, we're going through the COVAX Facility initially. The 117,000 doses that you've been waiting for will most likely be coming in next month.

  • Then we have another 2.3 million doses from the COAVX facility.

  • There's been legal problems that we have to overcome. I think the DOJ is already in the final phase of just making sure that both the agreement/indemnity agreement is clear and the government is well-protected also.

  • Hopefull next week, si Sec. Galvez and the undersecretary for Finance will be able to complete that transaction.

  • Those are the 2 leading vaccines that are coming from the US that should be coming starting June, perhaps the end of May for Pfizer and June for Moderna.

  • May good bews na binigay sa akin ang Moderna. Mayroong silang (Moderna) booster shots that they already developed, and they are now on clinical trials.

  • On VFA: Pinag-uusapan na 'yan. It's a continuing dialogue between our panel and the US Panel. They have been in full discussions for the past several months. We're hoping that these will all be resolved within the next couple of weeks.

  • Sana vaccine forces agreement muna. That is really the priority right now— that we have vaccines coming to the Philippines as quickly as possible

  • On US assistance to the West Philippine Sea issue: The US and PH have been communicating. The US is waiting for us to call them if we need their assistance in removing...the vessels that are in in our area of responsibility or our exclusive economic zone.



Carlos Sorreta, PH Ambassador to Russia:

  • When it comes to vaccines, we're looking at 5 figures within the next few days or 20,000 will be coming to the Philippines. Shortly after that, before the end of April or early-May, we're looking at 6 figures, almost half a million.

  • Over the next few months, we're going 7 figures or about 20 million doses before the end of the year.

  • We are happy about this development and although it took a while... the FDA, ginagawa po nila ang kanilang trabaho ngunit may konting differences sa terminologies/technologies na na-overcome rin.

  • I think there will be delivery as scheduled based on the agreement signed by Sec. Galvez.

  • The temperature requirement, I am understanding that we have complied their requirements because they will not deliver unless they are satisfied na magagamit.
