Balitang IATF po muna tayo. Aprubado na po ng inyong IATF ang bagong community quarantine classifications mula Miyerkules, September 8 hanggang katapusan ng buwan, September 30.
Ang mga nasa ilalim ng MECQ ay ang mga probinsya ng Apayao, Bataan, Bulacan, Cavite, Lucena City, Rizal, Laguna, Iloilo Province, Iloilo City at Cagayan de Oro City.
Ang mga lugar naman po na mapapasailalim sa GCQ with heightened restrictions ay Ilocos Sur, Ilocos Norte, Cagayan, Pangasinan, Quezon, Batangas, Naga City, Antique, Bacolod ity, Capiz, Cebu Province, Lapu-lapu City, Negros Oriental, Zamboanga Del Sur, Misamis Oriental, Davao City, Davao Del Norte, Davao de Oro, Davao Occidental at Butuan City.
Ang mga lugar naman na mapapasailalim sa GCQ kasama po diyan ang NCR, Baguio City, Kalinga, Abra, Benguet, Dagupan city, City of Santiago, Quirino, Isabela, Nueva Vizcaya, Tarlac, Occidental Mindoro, Puerto Princesa, Aklan, Guimaras, Negros Occidental, Cebu City, Mandaue City, Zamboanga Sibugay, Zamboanga City, Zamboanga Del Norte, Misamis Occidental, Iligan City, Davao Oriental, Davao Del Sur, Gen. Santos City, Sultan Kudarat, Sarangani, North Cotabato, South Cotabato, Agusan Del Norte, Agusan Del Sur, Dinagat Islands, Surigao del Norte, Surigao Del Sur, Cotabato City, at Lanao Del Sur.
Magkakaroon po ng pilot (implementation) dito sa Metro Manila. Ito po 'yong tinatawag natin ng mga localized lockdowns.
Maglalabas po ang inyong IATF ng mga guidelines for pilot areas kung hindi mamaya ay bukas sa ating briefing.
Kaya po hindi ko pa po inanunsyo kasi wala pong inapprove na resolution tungkol dito sa mga granular lockdowns. Hindi lang po nagkaintindihan kaya mayroon po tayong mga kasama na isinapubliko na ito.
Now, sa mga ibang bagay naman po, inaprubahan ni Pangulong Rodrigo Duterte ang rekomendasyon ng IATF na tanggalin ang umiiral na travel restrictions na umiiral sa India, Pakistn, Bangladesh, Sri Lanka, Nepal, United Arab Emirates, Oman, Thailand, Malaysia at Indonesia simula ngayong araw, September 6.
Ang tanong po ay tama po ba 'yong sinasabi ni Vice President na wala na 'yong countries na naka-travel ban. Hindi po. Ang ginawa na lang po natin na classification ay 'yong mga bansang nasa red classification ay bawal po pumasok sa Pilipinas.
'Yong mga bansa na nasa green at yellow syempre pwede silang pumasok (sa bansa) at hanggang 7 araw ang kanilang quarantine sa facilities.
'Yong mga nasa yellow naman, 10 araw ang kanilang quarantine at 4 na araw sa kanilang bahay as advise ng ating LGU.
'Yong IATF po nag-adopt ng yellow and green in addition nga po sa green list.
Ang criteria (Yellow List / Moderate Risk) po ay for populations greater thant 100,000, the incidence rate (cumulative new cases over the past 28 days per 100,000 population) shall be 50 to 500 and now for populations less than 100,000, the COVID-19 case counts (cumulative new cases over the past 28 days) shall be 50 to 500 and testing rate of tests over the past 28 days per 100,000 population, as prescribed by its Technical Advisory Group.
Sa Red List, for populations greater than 100,000, the incidence rate (cumulative new cases over the past 28 days per 100,000 population) shall be more than 500 and for population less than 100,000, the COVID-19 case counts (cumulative new cases over the past 28 days) shall be more than 500, and testing rate of tests over the past 28 days per 100,00 population, as prescribed by its Technical Advisory Group.
Inaprubahan din po ng inyong IATF ang soft launch ng VaxCertPH na gaganapin ngayong araw.
Bibigyang prayoridad sa unang phase ng pagpapatupad ng VaxCertPH ang mga OFW at mga Pilipinong aalis pa-ibang bansa kung saan ang place of residence ay sa Metro Manila at Baguio City.
Bubuksan ito (VaxCertPH) sa general public at a later time.
Nasa 35,838,964 na po ang total doses administered.
Nasa 20,805,610 ang nakatanggap ng first dose samantala ang fully vaccinated ay nasa 15,033,354.
Usec. Charade Grande, DOH:
We would like to inform po that the DOH procured complete PPE sets.
The complete sets consist of 9 components.
It contained a coverall suit, glove, N95 mask, head cover, surgical mask, surgical gown, apron, and face shield.
Correct po. Nasa range po ng nasa Php 1,700 to less than Php 2,000 (ang halaga)
Ang quality po na binili na PPE ng DOH para po sa ating COVID-19 response, ang techical specifications po ay naaayon po sa standards ng WHO.
Ang PPEs po na naideliver ay it was inspected, verified, and found to be in order and in conformity.
Wala pa po tayo narereceive na complaint sa quality of the PPE na na-procure at ginamit ng healthcare workers.
Ang DOH po, sa lahat ng kanilang mga binibili kagaya po ng PPE po ay nirereference po ang WHO.

Allow me to lay down the legal basis to which the procurement of PPE was transferred and handled by PS-DBM.
The first legal basis is the Letter of Instruction 755 which refers to the establishment of integrated procurement system for the national government.
PS-DBM is tasked to implement the provisions of the aforementioned LOI including the procurement of supplies and equipment.
The second legal basis is the GPPB Resolution 03-2020 wherein the GPPB approved a list of items submitted by DOH needed to address the current state of public health emergency for inclusion of commonly used supplies and equipment.
